initiate an investigation

If an investigation is initiated, the appointed investigator will interview the complainant and the investigated person and may involve others who have knowledge or information relevant to the situation. The purpose of the investigation is to determine whether there is evidence of unprofessional conduct or whether the complaint is trivial or vexatious.

Upon conclusion of the investigation, the investigator will prepare a report. The Complaints Director must then decide, based on the findings set out in the report, whether the investigation was properly conducted and if so, whether the complaint should be referred to a professional conduct hearing or should be dismissed. The complainant has the right to appeal a decision to dismiss the complaint to the Complaint Review Committee.


If the complaint is referred to a hearing, the purpose of the hearing is to present evidence so that the Hearing Tribunal understands clearly what happened in the situation under investigation. Witnesses, including the complainant and the investigated person, will be called to testify or produce evidence. The member of the College under investigation is entitled to be represented by their own legal counsel. A person whose conduct has been found to be unprofessional conduct is entitled to appeal the decision to the College Council. A decision of the Council can likewise be appealed to the Alberta Court of Appeal.
